African Refinery Port Harcourt Limited (“ARPHL”) is the special purpose vehicle incorporated for the specific purpose of collocating a 100,000BPD  crude oil refinery in Nigeria.

In line with the strategic plan of the Ministry of Petroleum Resources, the Nigerian National Petroleum Corporation (NNPC) on 16 February 2016 advertised a Request for Proposal in all major newspapers, seeking bids for private investors to transfer brownfield crude oil refineries to the existing refinery sites in Kaduna, Port Harcourt and Warri, thereby increasing Nigeria’s national refining capacity from 445,000BPD to 695,000BPD in the shortest possible time frame.

ARPHL submitted a comprehensive proposal and solution to NNPC by the deadline of 31 March 2016. ARPHL, applied for the Port Harcourt collocation opportunity along with 11 other investors. By virtue of having the most complete package, we were declared the winning bidder for the Port Harcourt Collocation Project. We were presented our Letter of Award by NNPC on 19 May 2016 and subsequently executed the Memorandum of Understanding (MOU) with NNPC on 23 June 2016.

Under the afore-mentioned MOU, we entered into an agreement with NNPC, whereby ARPHL will own and operate the 100,000BPD refinery on 46 Hectares of vacant land adjacent the PHRC ’s refinery complex, where we will benefit from direct crude supply from NNPC and access to other shared services (e.g. security, electricity, water, storage, jetty, etc.).

With the Agreement executed, we will construct ,commission and operate a 100,000 BPD refinery to global standard.
